174th Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 174th Meeting, CRC Annual Assembly, the following resolution:

  1. CRC identifies itself with the Statement of the Closer Presidium of the Council of Higher Education Institutions on arms legislation, which calls on the responsible authorities to initiate proposals significantly regulating the acquisition and possession of firearms.
  2. CRC appreciates the Ministry of Education, Youth and Sports (MEYS) and the Ministry of the Interior for their cooperation in the matter of security measures. CRC also appreciates the forthcoming attitude of the MEYS to solving the security situation at Higher Education Institutions (HEIs) by increasing investment funds in the Program Johannes Amos Comenius. However, the increased allocation only partially covers the needs of HEIs.
  3. CRC calls on the MEYS to immediately start the activity of working groups to address the complex changes announced by the MEYS in indicators A and K and in the support of professional programs, which delegates of the HEIs representations were invited to do at the December meeting of the Representative Commission for the Budget Breakdown of Public HEIs. CRC takes note of the minister's information on the allocation of funds for the wage cohesion of HEIs. The call will be issued at the beginning of the second quarter of 2024.
  4. CRC expresses concern over the delay in discussing the amendment to the Higher Education Act. In the area of ​​the study agenda, CRC considers the solution of the legislative uncertainty in doctoral study programs as fundamental.
  5. CRC welcomed the launch of the microcredentials project, funded by the National Recovery and Resilience Plan (NRRP) and shared with European partners. It is necessary for the MEYS to determine the person responsible for the continuation of the microcredentials agenda even after the end of the NRRP project.
  6. CRC appreciates the cooperation of the MEYS and the Research, Development and Innovation Council in commenting on the prepared concept of the VŠ2025+ Methodology. At the same time, it appeals for the maintenance of a realistic schedule for the evaluation of research organizations, in particular for the timely publication of the results of the evaluation of HEIs in 2026, so that there is a smooth continuation of the financing of HEIs from the funds of the DKRVO.
