186th Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 186th Meeting the following resolution:

  1. CRC supports the intention of the Ministry of Education, Youth and Sports (MEYS) to prepare a new Higher Education Act that will contribute to improving the quality of higher education and to the economic growth and social development of the Czech Republic. While preparing new legal adjustment, CRC considers it essential to seek a balanced system of competences and responsibilities among the various actors involved in the governance and management of Higher Education Institutions (HEIs), while preserving their autonomy, minimizing risks of politicization, and respecting the positive role of student and academic CRC is actively involved in the discussion on the form of the new Higher Education Act and is ready to contribute constructively to its final wording.
  2. CRC considers the evaluation of research organisations to be an important instrument for supporting quality, strategic development and international comparability of research organisations, and is aware that its design must correspond to international standards and good practice abroad. At the same time, however, CRC states that the currently published results of the Evaluation of HEIs 2025+ have revealed significant procedural shortcomings. CRC therefore recommends that the evaluation process be critically reviewed, assessed and adjusted so as to lead to greater transparency and reviewability. CRC is ready to actively participate in refining the parameters of the evaluation, in the context of the evaluation of all research organisations in the Czech Republic.
