182nd Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 182nd Meeting the following resolution:

  1. CRC considers the revised budget for public Higher Education Institutions (HEIs) approved by the Czech Republic Government at the end of September, despite its increase, still insufficient. The budget does not take into account the declared priorities of the Ministry of Education, Youth and Sports (MEYS), nor the priorities in the field of education declared by all political parties seeking to enter the future government.
  2. CRC categorically rejects the accounting operation that transfers mutual obligations between the Ministry of Industry and Trade (MIT) and the Czech Technical University in Prague to the public Higher Education Institution (HEIs) budget chapter. This is a non-systemic solution that distorts institutional support for public HEIs and could set an undesirable precedent.
  3. CRC emphasizes the need to set a pro-growth medium-term perspective for the public HEIs budget in order to cope with the demographic increase in the age groups currently entering higher education. CRC is concerned that the adjustment of the long-term deficit in the public HEIs budget has again not been taken into account in either the revised draft budget or the medium-term perspective for HEIs funding for 2027 and 2028.
  4. CRC appeals for the early determination of the parameters for the distribution of financial resources for science and research for 2026, which is absolutely essential for setting the management and financing strategy of individual HEIs. At the same time, it points out that the proposed budget for 2026 and the medium-term perspective do not count on an increase in financial resources, which may mean a decrease in the international competitiveness of HEIs research in the longer term.
  5. CRC positively perceives the active approach of the National Accreditation Bureau for Tertiary Education (NAB) to cooperation with HEIs. CRC is ready to join the working group that will be dedicated to the adjustment of standards, processes and discussion of further changes in the accreditation and quality assessment processes of HEIs with the aim of joining the European accreditation system as soon as possible.
