181st Czech Rectors Conference Plenum Meeting
Czech Rectors Conference (CRC) Plenum adopted at its 181st Meeting the following resolution:
1. CRC views very positively the significant increase in the budget of Higher Education Institutions (HEIs) for 2025, however, it is concerned about the fact that the settlement of the long-term deficit in the budget of HEIs has not been taken into account in the approved draft of the medium-term perspective for financing HEIs for 2026 and 2027. This fact will once again significantly complicate the strategic planning and management of the development of HEIs. CRC supports the efforts of the Ministry of Education, Youth and Sports (MEYS) to increase the budget of HEIs in the medium-term perspective by 6 billion in 2026 and 5 billion in 2027 and 2028 year-on-year.
2. CRC welcomes the efforts of the MEYS to quickly resolve the systemic and long-term financing of socially beneficial programs as state priorities.
3. In connection with the ongoing setting up of the system of contract financing of selected higher education qualifications in order to ensure sufficient field-specific personnel capacities on the labor market, for which the financial participation of the application sphere, or more precisely industry, is expected, CRC appeals to the government, or more precisely to the Ministry of Finance (MF), to take into account any possible financial participation by organizations of the application sphere, e.g. in the form of compensation for this support with appropriate tax reliefs, similarly to the case of financial support provided for research and development.
4. CRC reaffirms its cooperation and collaboration with the MEYS in the preparation of the draft of the new Higher Education Act. When formulating the theses and the future wording of the new Act, CRC will consistently ensure that the autonomy of self-government of HEIs and the ultimate responsibility of the rector as the statutory representative of the HEI and a partner of the MEYS are maintained.
5. CRC welcomes the positive statement of the MEYS and expects written confirmation of the possibility of using the funds of the Long-term Conceptual Development of a Research Organization (DKRVO) and the Specific University Research (SVV) to ensure the salary and scholarship part of the doctoral income according to the Section 91a of the Higher Education Act. HEIs are counting on using these resources when implementing the doctoral study reform.
6. CRC is turning to the MEYS with the request to initiate the establishment of a working group consisting of the representatives of the MEYS, MF, CRC, the State Environmental Fund and the National Development Bank, which would initiate an expert discussion regarding possible mechanisms for investment financing of the infrastructure of HEIs as a combination of subsidy titles and financial instruments. CRC offers maximum cooperation in the design and preparation of the rational financial mechanisms.
7. CRC requests the MEYS, in connection with the start of a trial verification of the permeability of secondary education fields into higher years of higher vocational schools, that HEIs be informed about this verification in individual fields of education.
8. CRC elected a new CRC Presidium in a secret ballot, whose term of office begins on 1 August 2025 and ends on 31 July 2027:
