180th Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 180th Meeting the following resolution:

  1. CRC does not agree with the draft law amending certain laws in connection with the regulation of selected agendas within the scope of the Digital and Information Agency (DIA), which places public Higher Education Institutions (HEIs) within the scope of the Act No. 365/2000 Coll., on Public Administration Information Systems. CRC points out that the proposed change will have significant organizational impacts on HEIs and will result in a disproportionate increase in the costs of digitizing their agendas.
  2. CRC welcomes the information from the representatives of the Ministry of Education, Youth and Sports (MEYS) on the pro-growth budget proposal for the sector of HEIs within the negotiation on the state budget for 2026, as well as the request for further increases in funds for public HEIs in the medium-term outlook (2027–2028).
  3. CRC perceives positively the submitted plan of informative seminars by the MEYS focused on the implementation of changes resulting from the amendment to the Higher Education Act.
  4. CRC discussed at its meeting proposals for nominations of members to the Council of the future National Accreditation Bureau for Tertiary Education in four areas. The nominations will be forwarded to the Minister of Education, Youth and Sports in due course for discussion and approval by the Government of the Czech Republic.
  5. CRC objects to the repeated circumvention of HEIs rectors by ministries in the preparation of conceptual and strategic decisions, standards or formulations of fundamental strategic documents. CRC demands that the proper legal procedural procedure for negotiations between the MEYS and HEIs be observed, always through their statutory representatives or HEIs representative bodies.
