163rd Czech Rectors Conference Plenum Meeting

Czech Rectors Conference (CRC) Plenum adopted at its 163rd Meeting the following resolution:

  1. CRC thanks the Minister of Education, Youth and Sports, Robert Plaga, the Deputy Minister of Education, Youth and Sports for Higher Education, Science and Research, Pavel Doleček, and the Deputy Minister of Education, Youth and Sports for International Relations, EU and European Structural and Investment Funds, Václav Velčovský, for their contribution to the development of higher education, very good communication and cooperation throughout the four-year period of holding their office.
  2. CRC acknowledges the results of the CRC Working Group for Education and for Cooperation with the National Accreditation Bureau for Higher Education (NAB) negotiations of 16 November 2021 on standards for ensuring the quality of educational activities for various forms of study, rules for the implementation of professional study programs and standards of bachelor theses.
  3. CRC recommends continuing the preparation of a proposal to take into account long-term citation analyses in the evaluation of research organizations, which is being prepared by the CRC Working Group for Cooperation with the Commission for Evaluation of Research Organizations and Completed Programs (KHV).
  4. CRC acknowledges the NAB's proposal concerning the process of passing on information on the introduction of distance forms of education in connection with the COVID-19 epidemic, which was presented orally by the NAB President Ivan Barančík. CRC expects this proposal to be formulated in written form.
  5. CRC identifies itself with the document Principles for the Implementation of Measures at Higher Education Institutions in Connection with Minimizing the Impacts of the COVID-19 Epidemic on Teaching. The principles are attached to this resolution.

Annex:

Principles for the Implementation of Measures at HEIs in Connection with Minimizing the Impacts of the COVID-19 Epidemic on Teaching

  1. Define rules for the implementation of on-line teaching at the higher education institution.
  2. Possibility to switch to synchronous on-line teaching mode in lectures.
  3. Maintain the classic concept of seminar, laboratory and atelier teaching with maximum compliance with hygiene requirements.
  4. Prefer homogeneity of study groups.
  5. Optimize the scheduling of physical and on-line teaching (e.g. do not schedule physical and on-line teaching in the same time block).
  6. Set up a system of timely information for students and teachers.
  7. Provide ongoing feedback and evaluation of implemented measures.
  8. Strengthen communication, e.g. in the form of study counselling.
  9. Take into account the specific needs of international students.
  10. Motivate students and staff to take a responsible approach and consider vaccination options.
