Resolution

Czech Rectors Conference (CRC) Plenum adopted at its 146th Meeting the following resolution:

1. CRC expresses its concern about the disproportion between wages of regional education employees and wages of assistants, assistant professors and other staff at higher education institutions. CRC warns against the risk of quality workers leaving from these positions. The proposed budget increase of CZK 1.8 billion is inadequate for higher education institutions and will not reduce the threats mentioned above. Moreover, it will worsen the competitiveness of already under-funded Czech higher education.
2. CRC, in co-operation with the Ministry of Education, Youth and Sports, will ensure that the budget increase for higher education institutions activities is primarily channeled into wages and further increases within the medium-term state budget plan into wage rates.
3. CRC calls for an increase in investment programme funding for the next period 2019 to 2022 as a prerequisite for preservation and further development of higher education institutions infrastructure.
4. CRC does not agree with higher education institutions categorization resulted from higher education institutions evaluation according to the Methodology 17+ and asks for ranking based on modules 1‑2 assessment results. For the assessment of module 2 for the higher education sector, CRC recommends a procedure proposed by CRC Commission for Research Evaluation at Higher Education Institutions. CRC will negotiate with the Ministry of Education, Youth and Sports about evaluation parameters of modules 3‑5. CRC will also initiate negotiations with the Ministry of Education, Youth and Sports and with the Research, Development and Innovation Council to take the Methodology 17+ evaluation results into account in institutional funding of higher education institutions.
