Czech Rectors Conference (CRC) Plenum adopted at its 138th Meeting the following resolution:
- CRC welcomes the even-up of 2017 budget in the chapter of higher education institutions to the expenditure level of 2016 and especially the inclusion of this even-up in the state budget and its medium-term outlook, also welcomes the promise of the Minister of Education, Youth and Sports to increase the budget in the chapter for 2018 by at least 2 bill. CZK.
- CRC demands the potential support of selected fields based on social needs to be discussed with CRC in the first place as with the representatives of higher education institutions with responsibility for units of higher education institutions, and not with the interest groups with partial interests. At the time of stagnation in funding of higher education institutions, it is possible to carry out such interventions only at the cost of damage to other fields. The interventions can be accepted only if preceded by conceptual and systemic measures that would prevent a waste of public funds.
- CRC will work actively towards systemic solution to the issue of future teachers.
- CRC got acquainted with approved methodology for evaluation of research organizations and expects, as a next step, to be worked out in detail to its final version in cooperation with higher education institutions.
- CRC welcomes the statement of the Deputy Minister of Education, Youth and Sports for Operational Programmes, Mr. Václav Velčovský, that either a faculty or a higher education institution can be the relevant entity for projects with the rate of funding from non-public sources higher than 20% in the decision.
- CRC disagrees with establishment of the rules for solution of projects from European funds, which would lead to unproductive and inefficient bureaucratic burden, increasing the risk of ineligible costs and penalties. At the same time, CRC protests against possible retroactivity of these rules in relation to public support.
- CRC calls on the Ministry of Education, Youth and Sports to invite representatives of higher education institutions as full discussion participants in all negotiations on future funding of university sport and also on the issue of training and methodological education of trainers. CRC is afraid that any separate negotiations with sports federations or the Czech Olympic Committee are detrimental to university sport.
- CRC invites the Ministry of Education, Youth and Sports and the Ministry of Health to joint negotiation on education in non-medical fields of medicine studies.
