120th Czech Rectors Conference Plenum Meeting

The Plenum of the Czech Rectors Conference (CRC) adopted at its 120th Meeting following resolution:

  1. CRC appreciates the present negotiations process on the preparation of the amendment to the Higher Education Institutions Act operated by the Ministry of Education, Youth and Sports. CRC supports the principle of the contract financing, but requires submissions of a new draft of the Framework Agreement. CRC supports the change of the existing accreditation system, but points out that the new system must be transparent, not increasing unnecessary bureaucracy, must limit the possibility of political interference and generally will strengthen the higher education quality supervision.
  2. CRC accepted with satisfaction the information on the preparation of the Research, Development and Education Operational Program under the auspices of the Ministry of Education, Youth and Sports. CRC perceives positively the effort of the Ministry of Education, Youth and Sports to reflect within the program the key issues of higher education and research in the Czech Republic as well as the effort not to repeat mistakes of the current programming period.
  3. CRC welcomes the draft of the University Hospitals Act submitted by the Ministry of Health and appreciates the present negotiations process dealing with it. In spite of the fact that the CRC has applied some critical comments, the CRC considers it as a whole as a fundamental and correct step to the necessary transformation of faculty hospitals to public institutions accomplishing in the cooperation with faculties of medicine medical research and students education and consequently providing highest level medical services.
  4. CRC dealt with the document Methodology 2013 and expects the contract research will not be extracted from the applied research evaluation because it is crucial for the cooperation between universities and the practice and also for successful research projects within EU operational programs.
  5. CRC points out the unacceptability to change retroactively rules for research projects within EU operational programs by the governing bodies.
